% of all NSmen who are able to achieve minimum pass @ IPPT =

Or much less than 20% considering that denominator is in excess of 300,000 personnel.

116,000 / 300,000 = <38.666%
Less than 40% NSmen are physically (medically) fit enough to qualify for IPPT testing to have their fitness recorded and computed annually.

Raise IPPT gold award quantum to S$1-2000, just like PAP being able to buy more sock puppet MPs and Ministers etc. I think we will see magic happen. At least more will try to pass IPPT rather than buying MC from specialist to downgrade and then SAF will be able to boast maybe 40% fit to serve/fight, rather than the current measly 19+%...

Higher NSmen vocational allowances in FTNS and as reservist (pegged to regular salaries + bonuses pegged to performance /IPPT) would inspire more NSmen to serve with dignity rather than to excuse ICT and to migrate abroad from Singapore eventually.

The following is tried n tested PAP proven philosophy, that in Singapore, money = dignity:
"If the annual salary of the Minister of Information, Communication and Arts is only $500,000, it may pose some problems when he discuss policies with media CEOs who earn millions of dollars because they need not listen to the minister's ideas and proposals. Hence, a reasonable payout will help to maintain a bit of dignity."
