which will be the best choice under $25? Is Delta still the most powerful exhaust fan we can get?

2) Use a Deskfan

Delta is too noisy.
The above works better.

The noise dampening on my r5 is very good and I'm not anal about noise too. Unfortunately even delta or Yate loon 140mm hard to find locally these days.

i rem the noctua a14 non ippc fans came with quite a few nice accessories, while the ippc ver only 4 screws despite more $$ :o
