Singapore has done it again. Putting our small red dot in the world map.

Our favourite ISP Starhub is being ranked 3rd in the world for the most throttle ISP. Despite only a handful of survavor from Singapore, Starhub achievement should be widely applauded.

Let us give 3 cheers to Starhub and thanking them for their contract idea that locked me in!!

According to an independant study from Max Planck Institute, where it had asked volunteered users from around the world to test if their ISP had done any form of throttling Bit Torrent Speed, it appears that Throttling cames mainly from US (1st Comcast, 2nd Cox) and Singapore (3rd Starhub).

But Singnet, the other broadband ISP from Singapore might be pushed down in the ranking as the reports claimed that there isn't any findings of DSL company blocking BT traffic.

Most (573 of 599) U.S. hosts that observed blocking are located in Comcast and Cox networks. In Singapore, all blocked hosts are connected using the StarHub network. While we did observe blocking for hosts in 10 other ISPs (7 of which are in the U.S.), we did not see widespread blocking of BitTorrent traffic for hosts in those ISPs.

The table below shows the details of BitTorrent blocking for Comcast, Cox, and StarHub. For each ISP, we show (a) the number of distinct hosts we measured, and (b) the number of these hosts for which we detected BitTorrent blocking.

I don't do BT so it makes no difference to me. Can't really find anything legal to download there anyways.

Not surprising since they are using similar (or should I say the same tools) as the top 2 ISPs on that list, and not to mention not even CC was mentioned but SH got a press release.

downloaded 352mb in less than 3 minutes. would have been faster but file size is small so no time to build up speed.

That's because emule on SH is completely CMI. Have a few friends on ultimate as well. Emule is completely throttled. BT is only good for new stuffs. Try leeching older files and you will find emule a lot better.

Anyway, you are entitled to that kind of speed since you pay >$100 per month. Unless you are a student got more discount even better. :D

Just don't screw the spider web when 1 day you find that your speeds drop severly. As an going to be ex-user of SH of 5 yrs (not including SCV era) I can tell you from experience that you can not take for granted what you are getting now.

And yes, for the past 4-5 days the speed picked up dramatically for BT. Zilch for emule though.

usual tactics, starhub will artificially increase speeds whenever a computer fair or promo is near. And then when they have overbooked their subscription they will throttle, limit and lock you in for 2 years.

Very funny to see so many people kenna con every computer fair and promo and then whine about it after they gotten their PS3 or Xbox 360 etc..

However I noticed that the test did state that

1. All hosts which observed blocking did so in the upstream direction (i.e., when the client host attempted to upload data to one of our Glasnost servers). Only a handful of hosts observed blocking for downstream BitTorrent transfers.

So in other words, mostly uploads are blocked, downloads are not.

And also this test does not detect rate limiting yet (throttling) just plain blocking only so far.

i would say its quite ok for express... at least you are not getting X to XX+ kbps

Singapore's broadband should reach the highspeed broadband status i.e., ten times faster, before 2015. Japan has the best download speed. Korea also is in the top few. But, we can't even squeeze into the top few positions. Technology is still losing out to the more developed countries.


I thought what.. 3rd for throttling.. not a bad achievement for our singapore in world ranking.

Actually I do think that SH has different traffic shaping or quotas for different plans. I noticed torrent speed dropped dramatically after downgrade from premium to express, even with same upload limit.

its mainly cos of their main language that most of the places they surf is locally within their country...

Rank by paper or by the maxonline user?Untill now my internet speed not yet being solve.The customer advise me go to test bandwith using the starhub utilities webpage its shown unstable test.Untill now i still waiting for the answer from thier tech support.If starhub people see this thread please take note.Im thinking of getting compensation for this problem of internet speed.My purpose for subscribing ti starhub is all becouse of watching online video.Doest not serve the purpose.Anyone know how to ask for compansation from starhub.I dont mind giving back the mini pc anyway this mininote make me sick.

You are mistaken. The thread is about the most throttled ISPs in the world and Starhub rank 3rd. Anyways, I have long given up on video streaming on maxonline. I am just waiting for my 30 months contract to end in 18 months time. :s13:
