Free Internet Call Software

I am new to the free internet call using computer.

Could someone advise me on which is the best internet call software to be installed with acceptable quality?

Or alternatively, which is the cheapest and very good quality software for internet callig ?

Skype Out. However it's not free and you need to buy credits. Very cheap though.
