hi,
in need of advice regarding VAT Refunding. if i purchase something in europe, what do i do? what is the current %?

When you buy stuff at the shop, tell them you are going for the VAT refund. They will process it for you, and give you an envelope. Fill in your details on the forms provided, and also ensure that you have receipts for your purchases. At the airport of your final departure from Europe, look for the VAT counter. Be at the airport early for this. Some airports have it at weird corners. Ensure the airport has it at all. Have your purchase ready for inspection by the VAT counter staff, together with the receipts and the envelope. The envelope will be dropped off with them.
VAT rates differ from country to country.

if u're buying at branded goods shops, just ask the sales people there to explain the process to you because they would be familiar with it.
Just one thing - if possible, do not get cash back from the VAT refund counter UNLESS they provide refund in Euros. Reason being that if they give it back to you in SGD, the conversion rate they use totally sucked... I was in a hurry when I was going thru the VAT refund in Milan and by the time I calculated the exchange rate they used, it was like 30% worse than the bank exchange rate - if I recall, it was like 1.4 SGD to 1 euro when euro was more than 2 SGD at the banks. and the conversion loss is IN ADDITION to the processing fee.

I don't know perfect rate of percentage but its near by 3.5%

within EU, the VAT refund is standard. it depends on the amount of your purchase. there is minimum purchase before you can claim.
u can claim refund through credit card to save processing fee.

Last week, I did claim via credit card, the rate is also not that good.
Here is the amount i got refunded: 18 Euros = SGD$34
14 pounds = $31.
For most EU countries, u can get back about 9-10% of your purchase. Not so bad

getting cash on the spot is even worse.
