Initially thought it's juz starhub limiting the bandwidth at night, because my mobile broadband will keep disconnecting during the 9pm-1am period. Even when connected, there'll be frequent pauses to the connection, and speeds will hover around the 5-15kb/s mark, even though my max is 120kb/s.
NOW, i'm in NTU, and guess wat? reception is top notch, and speeds hit the max easily. So it's juz my region having bad reception.
Wat should i do next? Call up starhub tmw and request for a check? Wat should i tell them? Anyone can advice?

which plan r u using.
1st of all try to see if ur mobile signal is at full bar ( if you are using starhub sim card for mobile )
if it is a full bar, signal at your house should be ard -80dbm to -95dbm which will work fine for mobile broad band.
slow speed may be due to congestion at your district. but 5 - 15kbps is too ridiculous.
i think you should call 1633 for help. however do not pin too much hope with them. they wont be going to your house at the peak hour to carry out some testing.
