Maybe share what's your SH public IP address. I noticed that 202.156.* range was flaky. Forced IP renew to 59.189.153.* range and the issue was fixed. Probably a bad set of proxy servers were assigned to the former.

You're not alone, I've seen very intermittent issue with SH today. 1000-2000ms ping responses all the way to Singnet IPs on every hop, starting from the first SH router. Packet losses up to 20%. Support from SH will refuse to admit or they are not informed abou this though.
Here are some values for good measure on continuous ping
src IP 202.156.169.1 dst IP 165.21.83.88
--- 165.21.83.88 ping statistics ---
650 packets transmitted, 451 packets received, 30% packet loss
round-trip min/avg/max = 9.761/413.437/22978.025 ms

Is the issue cannot load pictures or the loading takes very long??
What is the error msg when the picture is clicked?

theres no error, just that most websites images not loaded, and is very laggy for some websites

Since Starhub works on DHCP leases, how is it possible to "force" the IP range to that you mentioned? Isn't this a matter of "luck" and randomness? I too have encountered slow loading times with images (eg. on Facebook). What I noticed was that a double refresh sometimes fixed it, but that's too much of a hassle, and shouldn't be a "solution" in the very first place.

Yes, it is assigned by random so its your luck. It helps if you could modify your router or pc mac address as the leased is tied to the mac for some time.

I Encountered the same weird problem too...i managed to talk to service operator of my isp though...although it took 15 mins each time just to speak to the operator....
Before i call the s%$Hub hotline, i narrowed down the problem by using different OS ( UBUNTU) and browser ( MOZILLA FOX ) with all the router detached....same problem. i called my friend whos working in s%$Hub, they admitted to having some problem....
The funny thing, when the operator ask for my ip and i tried it works....i tried again this time with my windows and internet explorer, it works except when its connected to the router...i tried several times...RESULT : its not ok when connected to the router.....
I'm not convinced though its router problem, i hope its more to the isp provider...knowing their parent , grandparent company lost a lot of money already....
hope to try again tonight....wait a min...while im typing this , a guy from s%$hub called and wants me to help him verify something tonight......hahaa..finally they are doing something.....

you guys could try using winmtr to chart your latency over time on these "bad timings":
http://winmtr.sourceforge.net/
Just don't bother trying US sites but you could use some local IP. You could see how bad latency is all the way, including starhub's own nodes when they are congested.
But do remember that most routers de-prioritize such packets, and probably your own router too. Thus if you're on utilizing your router heavily, it will contribute to delays.

The problem is their foreign website routing table
