from STARLAG to STAR CAPPED ~!

this week im experienced CAPPED speeds for downloading .. there goes my revision3 video downloads of the week ..
Any link will download UP to 30kB/s .. thats 240kb/s OMG .. i'm on 2mbps plan.
even my 8mbps plan speeds are nerfed .. by a factor of 5 .. i'm 5 times slower somehow ...

any suggestions ? ..
