Hmm not too sure but I do not think so...
Cuz previously I've tried Pacnet Cable and Starhub Cable b4... Pacnet cable was very fast and smooth anytime of the day, but once I switched to Starhub, video streaming lagged like crazy (Imagine loading a 3min Youtube for 30min!!) and surfing slows to a crawl at peak periods which I didn't experience wif pacnet
so i guess there's a segregated and dedicated area in the cable for M1 bah...
