I have a wireless signal being broadcast from 15th Floor and I want to receive that wireless signal at 24th Floor. How can I do it? No for laying cables or subscribe to another ISP connection.

Point one end antenna and the other outside window towards each other.

How do I do that if my router on 15th floor is WRT300N? Please advise. Thanks for your reply.

That means put both antenne outside window ...
