a colleague of mine who rents a bed wish to have access to internet service at the owner home, but the owner didn't agree to let him use. Right now, he wishes to know whether he can apply for snbb using his own name but under the owner address and how much ?
thanks

he has to
1) stay at the rented place for minimum of the contract period
2) the owner must allow new line installation
3) paying of additional & misc fee, for installation; move house, break contract etc

Unfortunately it's bbom for him if the owner doesn't permit any land line.
