2 options depending on your budget.
Cheap way, buy any printer and connect it to one computer.
Configure that computer to share the printer to other users. Configuration is all within windows.
However that computer must be on for printing to take place.
Does not require any additional equipment.
If you have a budget, you can buy a networked printer. The printer will clearly say network capabilities. 10/100 port
You'll need a free ethernet port to connect this printer to the network.
Any computer can print to this printer anytime.
It usually costs a bit more than your average printer. $200 and above.

i) What is the budget, and what type of printer do they need? All-in-One Inkjet, All-in-One LaserJet, Standalone Mono LaserJet, Colour LaserJet etc?
ii) Is there already an existing network with all the other PCs, and since you mentioned network cable is laid? If all are already linked, there is no need for additional devices. Just make sure the printer is network capable (comes with built-in ethernet).
iii) No additional software is needed. Depending on the OS in use, you would generally need to create a Standard TCP/IP Port in the Printer Setup, and install the driver meant for the printer will do.
It is recommended that you set the network capable printer's IP addressed as a static one.

ii) cable is laid, but not terminated, the office is bared, and he has to bring in his own pc. so for the pc, need to have ethernet card or have thernet port right? so still need an ehternet switch?
thx for replying...

How familiar are you with networking? How actually is the network infrastructure, besides the cabled being laid? Where are all the cables leading to? Is there any router/switch currently, and any Internet service available?
Also, how many network points are there in total, or at the least, how many PCs need to be connected? This will help determine the no. of ports required for the switch to get.
