Program to restart a usb port to simulate plug/unplug?

any programs i can use to 'restart' a particular usb port? cos sometimes my mouse will not be detected upon startup, and it's a bit irritating to have 2 crawl under the table to unplug n plug back in.

Go to "Device Manager" and uninstall mouse. It should auto-detect again when u reboot.
Else get a USB extension cable lol.
