Modem and Router light keep blinking even not in use

I just realize that the "internet light" of my modem and router "ethernet port light" will keep blinking (which means there's some data sending out or receiving) even there is no computer connected to it nor there is activity.

When I switch on my PC and check the Local Area Connections Status, the packets will just keep sending out and receiving and yet, I'm not using internet or doing some surfing or windows update. I even switch off the wireless function so I can 100% confirm that there is no internet usage when I am checking this.

I will only happens after I use utorrent. Even after I switch off my computer, the "ethernet port light" and "internet light" will just keep blinking non-stop. Anyone can help me to deal with this problem?

Care to explain why?

The ethernet port light and internet light used to stabilise after i switch off my computer and there is no internet activity.

Right now after the usage of utorrent program, the ethernet port light and internet light will just keep blinking non stop even after i shut down and switch off the computer and there is no activity. Weird isn't it?

In order to stop the lights from blinking non stop, I have to unplug and plug the phone cable from the modem.

So I just want to know is there activity going on between my computer and the internet even if the computer is already switch off.
