multiple user vs bit torrent

Hi all,

We r using an old router: Linksys BEFW11s4.

One of our housemate download with bit torrent frequently.
When he does that, the other 4 users sharing the router will have limited bandwidth,
which often causes our pc to be disconnected from the internet/messenger.

Is there any way that we can restrict his bandwidth such that we are able to
use the internet while he's downloading?

In short no.

Yes there is something called Qualtiy of Service that can do something like what you want but your internet surfing will still be impacted if he doesn't tone down his downloading in terms of connection or speed. As long as he doesn't make the changes, all the other 3 of you will suffer.
