I have problems using the VOIP phone at the office (PacNet) but it has no problem at home (Starhub).
Heard the PacNet has got a lot of port problem.

Sorry but I'm not really sure about your reply: check the router settings or the hardware itself ?

Many hours wasted on it but ended up without a clue. Apparently one party couldn't hear the caller.

You can bypass the router first, and you'll know if this is the case

dun really know what network your office use..
but quite a lot of office ban normal voip port, either to reduce bandwidth, reserve for own voip or other security issue.. check with office IT admin...
if just some SME business broadband i don't see difference between pacnet office/starhub home network...

Translation:

Don't blame the ISP for your issues. Its convenient but really check your own network first.
There are many pieces of equipment for the data packet from your (user) end to go through before it reaches your ISP in an office environment.

At home, data packet only need to go through your router and out to your ISP.
