Heard that must on the thingy before we can use e residential phone..ern will it waste electricity if on for 24hrs?

Not true for my setup:
Phone Point to DSL Filter then split into 2 phone cables. One cable to Phone, One cable to Modem.
When the Modem is off, Phone still works.
Maybe what TS wrote is only for Mio Voice setup?

What you are using is the MIO Home, TS is asking for MIO PLAN which is digital voice hence modem must be on for residential line usage, also recommended to use DIRECT POINT, no microfilter looping whatsoever, as singtel do not approve microfilter looping.
