At present my available credit card limit is about $1000 plus. But my cash advance available is slightly more than $4000.

Does that mean that I have $4000, that I can withdraw from the ATM on top of the $1000 plus available credit limit?

No, the maximum amount that you can perform a cash advance from your card account is either the available credit card limit or cash advance available limit, whichever is lower.
