國防部長高華柱日前率團密訪新加坡，經台灣媒體披露後，引發星國政府強烈不滿，派遣星光部隊指揮官至國防部宣讀抗議信，聲明中斷台星軍事合作；原訂本周訪星的總政戰局代局長王明我，被迫取消行程。 這也是繼駐星代表史亞平引發的「國歌事件」後，新加坡政府半年來第二度對我方抗議。國防部現已全面清查所有與新加坡的軍事合作項目，盡速損害控管；我國安單位也開會研判台星關係與現況，因應後續情勢發展。 記者昨天深夜向國防部求證，但電話並未接通，無法取得回應。 二年前高華柱以「參觀新加坡國際航空展」名義，率高階軍官訪新加坡，與當時的星國副總理張志賢會晤，相談甚歡，因此去年底國防部透過管道向星方表達再訪意願時，即使台星已為史亞平去留不快，星國政府仍同意讓高華柱訪星。 本月十二日，高華柱率空軍副參謀總長劉震武等人訪問新加坡，除會晤星國軍方高層外，也參觀軍事基地和措施。但原本秘而不宣的行程，卻因民進黨立委薛凌向媒體披露而曝光。 據了解，新聞曝光時，還在新加坡的高華柱，即感受星方壓力與不友善，但仍按計畫於十六日返台。 廿一日下午，星光部隊指揮官楊艾迪上校無預警前往國防部面見高華柱，態度強硬地宣讀新加坡政府抗議信。新加坡認為，高華柱訪星之事被台灣媒體披露，有違雙方事前同意「秘密進行」的默契，因此將暫停台星現行所有軍事合作項目，中斷軍事交流管道，以示抗議。 原訂本周要出訪新加坡進行交流與觀摩的軍方高階將領考察團，也在楊艾迪送來抗議信後不久，被星方告知確定「無限期延後」。據指出，不僅二月底的訪問團被迫取消，近期所有台星軍方互動的行程也都喊卡，我方僅被告知「順延」，但恢復日期不明。 |
