I think it's now called a easycard, you should be able to get one at the airport (they have a dedicated counter selling it at taoyuan's 'terminal 2' just before the public bus counters selling tickets for into Taipei city) if not you should be able to get one at any mrt stations. It is highly advisable as you can just use it on all their public buses and mass rapid transport just like our ezlink card

If you are a book lover, you must drop by Eslite 24hr bookshop at their Tung Nan store, it is a perfect place to hang out if you cannot sleep and are into tbooks. The last time I was in Taipei, I spent over 3hrs at the bookshop and only left at like 2am.

Since u r touching down so early in the morning, I am not sure if the counters would be open, there are a few telecom companies selling tourist prepaid SIM card before immigration, but if memorary serves me right they only open at 10am, your best bet would be to take a look at the arrival hall (after u pick up your baggage and exit the security restricted area, should be on your right) there is a row of counter of the various tw telecom coy also selling prepaid tourist sim. It is advisable to purchase your prepaid sim at the airport as I think only selected places in tw sells prepaid SIM card tailored for tourist. Alternatively if you prefer playing it safe, look out for prepaid sim vending machines in the transit area at Changi Airport, they typically do carry Taiwan tourist SIM card; so you can purchase it there, however they might not have the whole range of tourist plans available as compared to buying in tw.

I recommend Chunghwa Telecom but I have heard great reviews from Taiwan Mobile (aka. Taiwan Da Ge Da) as well. Have an enjoyable trip in Taiwan ^^

They open at 7am earliest.
For Sim cards; I recommend Chunghwa or Taiwan Mobile too!

Why must buy?
Now they are given out free for collection in Singapore.
