Very high chance PSU failure. If you can get a spare PSU and swap it OR RMA the PSU.

It looks like possible power supply failure. Do swap if you have spare and if your current one is still under warranty, do an exchange with the distributor.

One component or connection is creating the problem.

Slowly remove 1 component at a time.

Starting from
Storage device
Graphic card
Fans
1 ram stick at a time. Swap the ram stick too

If computer boot properly, it means that the component that you last removed is creating the problem. To confirm, install back and retry it 2~3 times.

IF on / off happens at POST stage BEFORE windows
High Chance MOBO FailureN ( but also can be small chance of cpu failure )
Best bet is to diagnose with spare mobo / cpu

Seat only 1x ram
Remove Graphic Card and use internal Grahic Port of Motherboard
Does Computer keep on restarting?

Then is high chance mobo failure.
You will need access to another mobo to confirm this.
