I need help to build a cheap PC to play DOTA2 @ 1,920x1,080 resolution.
No need monitor, CD writer, keyboard, mouse, SSD, HDD, OS.
Budget $400.
I saw 2 options from the suggestions.

Intel Core i3 3220 & Asrock B75 PRO3 M ~ $251
or AMD FX-6100 & ASUS M5A78L-M LX3 ~ $255
G.Skill DDR3-1333MHz 8GB (2X4GB) ~ $60
PowerColor HD7770 1GB ~ $158 or Palit 650 1GB ~ $155
Antec Neo Eco 450W PSU ~ $69
Ikonik EN2 ~ $55
Total ~ $56X (if minus gfx card, $40X)

Intel Pentium G2120 & Asrock B75M-DGS ~ $153
or AMD Athlon II X2 250 & ASUS M5A78L-M LX3 ~ $163
G.Skill DDR3-1333MHz 4GB ~ $30
Antec Neo Eco 450W PSU ~ $69
Casing ~ $40
Total ~ $30X

I checked TradePac and PC Theme's pricelist but those G2120 and Motherboards are not in the pricelist. Are those components replaced by newer components?

I also understand that Intel has just released some new CPUs. Among them is i3-4360T, but the newer CPUs have not hit Singapore yet? They are not in the price list as well. I am thinking of using i3-4360T's Intel 4600HD GPU to play DOTA2 to save some money. Does it make sense? Or should I get a cheaper Pentium or i3 processor and a dedicated just-good-enough graphic card?

To summarize, I need help to build a cheap PC to play DOTA2 @ 1,920x1,080 resolution.
No need monitor, CD writer, keyboard, mouse, SSD, HDD, OS.
Budget $400.
I would appreciate if you can share your thoughts with me.
Thanks in advance.

If you truly want a DOTA 2 rig for as cheap as possible, an AMD APU rig may be more suitable for you.

CPU+ Mobo: MSI FM2 A75MA-E35 + A6 6400K (183)
RAM: 2X KINGSTON PC 10600/1333MHZ DDR3 CL9 VALUE RAM (4GB) (80)
PSU: FSP 300W 80% ATX PSU (39)
Case: HEADWAY M-ATX CASE (30)

Total cost: $332

Buy at PC Themes, #04-15, and ask for discounts. DIY yourself. If you can't into DIY, get PC Themes to assemble for you for a fee.

Notes:

1) This rig is capable of playing DOTA 2 at maximum settings. This is made possible as the HD 8470D iGPU in the A6 6400K has the GPU processing power that is roughly equivalent to an entry level R7 240 GPU (DDR3 variant) and is far superior to Intel's HD Graphics iGPU. Even though the CPU in the A6 6400K may be slightly weaker than Intel's Pentium CPUs, this is of little importance as it does not take much CPU processing power to run DOTA 2 anyway.

2) 2X sticks of RAM are used in the system to create a dual-channel configuration as AMD's APUs require at least the presence of dual-channel graphics in order to bring out its true performance.
