i'm interested in getting a backup phone that doesn't need anything fancy, just the ability to run some basic apps and based on the current android version. What's the cheapest phone at the point in time?

Redmi 4A is currently one of the cheapest decent Android smartphone, with Android 6.0.1 Marshmallow.

Likelihood for it to get the Android 7.0 Nougat is very low, but Marshmallow is good and modern enough.

How about xiaomi Mi4, wanted a spare phone for my oversea Sim card and hot spot spare phone. And should be relatively fast and Ladaza selling $160 or so.

Yeah, the Redmi 4A is Xiaomi's lowest end smartphone of their current lineup.

Redmi Note 3 is considered pretty old already, with its successor coming soon as the RN3 is discontinued already.
However, it's still a good decent phone too nonetheless.

You can install custom Android 7.1 ROM on most of the old phone.
My very old Xperia SP now is running Android 7.1.1, no lag with normal usage.
