Yes. Windows RT is like iphone and andriod OS.

Think of it like iOS mountain Lion which works on macbook, iOS 6.0 which works on ipads and iphones.
Windows 8 RT is like your iOS 6.0. It works base on apps and tiles. There is no desktop version in it.

Windows RT vs Windows 8 is like Windows CE vs Windows 95. Software for CE/RT is limited.

The ETA has shifted, from original announcement of mid-Nov (to coincide Sitex) to end Nov till most recently mid-Dec. I wonder is there a shortage of parts - perhaps Intel i7 chip?

There is a shortage for touch panels worldwide. This is the same for all brands.
