External HDD with RAID support or RAID MotherBoard with HDDs

Hi All,
I've some questions to ask here in this forum. I don't know which one is more worth to invest.

1) External HDD with RAID Support (I've expected 2TB with Raid 1 or 0+1),
How Much and Which Branded is better or Enclosure casing with HDD.

2) Setup a only System with RAID (1 or 0+1) support Mother board with 2x1TBs HDDs
(I've Monitor and License OS), which MotherBoard support for RAID and
which processor is suitable for Data backup, which HDDs is less in Failure , so far I'm afraid for Maxtor

I've tight budget as around S$500 to max $700, is that possible to setup?
expected finalized data storage (1 TB for Raid 1) (500 GBs for 1+0), also expected semi silent system (sometime I haven't switch off at night)

I want to get some opnion and advice from you guys, coz last week my BackUp Maxtor one Touch 4 HDD physically DIE in just 8 months and most of my Data gone
that is why I've to think about RAID system Backup.
I want to use as Data Storage Oriented System. I don't care so much about some slowness of Data Processing, I want to be more sure for Personal Data Secure and avoid HDD failure in future)

Thanks in advance for Advice
