Starhub Maxonline surf oversea website slow

Anyone experience surfing oversea website slow?I called Starhub but do a test,say nothing wrong with modem and connection.But I did a traceroute,those local website is ok.But oversea website very high packet loss after starhub's IP address.

I am staying at Jalan Bahagia.Near Balester.

they only care about the local traffic, wadever they advertised r based on local traffic

once the data leaves singapore, they dun give a damn
