MPs and Ministers are not civil servants.

The highest ranking civil servant in any given ministry is the permanent secretary, who reports to a minister.

Different pay scales.

Permanent secretary is super scale yes, but MPs and Ministers are not considered civil servants (aka public servants).

They are paid a lot, but they are not civil servants.

This year civil service no mid year bonus and no year end bonus, but MPs and ministers may still get because they are not tied to civil service pay scales..
