Do take note that you can only book train tickets to hualien 14 days in advance.
And sure can book one, especially if you wake up in the morning to book.
I managed to book both way Tarako Express by waking up at 6 in the morning.

Transasia fly domestic flights to Hualien about 3 to 4 times per day from Songsan airport.
Internet discount tickets at NT 1040.

Last resort is book a cab and sightseeing your way to Hualien loh.

Why not just take the bus at the airport?
All the major bus operators have buses to the major TW cities every hour or so
I paid NT90 from taoyuan airport to TPE main stn. Journey 1 hr

There is not bus from Airport to Hualien.
There is no bus service from Taipei to Hualien directly.
Which bus company that cost only NT90 from airport to TMS ?

Citiair or something.
Where all the bus operators are.
(physically below the telco shops)

Bot (again) NT90 bus ticket at Taipei bus terminal bldg A to taoyuan airport terminal 1. Journey was faster than going to TPE. Under 50 mins
I am now at the departure hall.
My friend said this is new. He was here early 2011 this new departure hall was not operating yet.
There is now a basement foodcourt. Got around 8 to 9 stalls inclu. Burger King. Got a bread shop too.

On their website put so, special online rate NT1040.
At first wanted to fly but then like nobody fly one leh.
Take flight like need to be at airport one hour before, flight 35 min, then need to wait for luggage etc, and airport further away compared to Hualien train station, like no much diff in time saving.

propeller planes are supposed to be much safer than jet plane I think.
Anyway if you take firefly to Malaysia it's all propeller planes also.

The hualien airport is co-shared with the military. When I was waiting for my plane back to songshan airport, I see a few fighter jets took off. very loud, very close to the airport.

There is a bus service that cost 90NT, it's 大有巴士。It does not head straight to the highway. In fact it will go around TAOYUAN to pick up other commuters before going to the highway.
