in summary, depending on ur interest and who u are going with

if you are going with friends who are adventurous, why not try the street food

if u are going with parents or children, would be suitable to dine in at hotel
unless one dont mind let your kids or parents walk around under the hot sun

if u are solo, the room rates for breakfast is 8+8=16sgd per pax for 4* hotel
since most 4* hotel room rates are based on 2 adults ...
most likely would buy food from outside ...

kids and parents walk under the sun, cox bo bian ... no shelter ...
if u go may to july, their temperature super hot, can hit 38 degree ...
if can choose, not really many ppl would like to walk under the sun/rain to find food ...

if u bringing ur 50+ 60+ parents relatives , or your few months to few years old kids ... u will expect them to walk around , be it raining or sunny temperature, and walk few streets cross the road just to find breakfast ? doubt so rite ...

they would have just taken the lift down to eat breakfast ... within the hotel ...
no need worry sun too hot, no need worry rain and catch cold ...
afterall not all places have shelters ...
