I asked because i received this reply from moneysmart:

" Hi XXX

The miles points associated with this citibank campaign is fulfilled by Citibank. MoneySmart only handle fulfilment for the $200 voucher.

As stated in the MS sign up page, you are entitled for up to 30,000 miles points when you spend:
S$7,500 then get 9,000 Citi Miles
Bonus 21,000 Citi Miles will be credited based on payment of Annual Fee of S$192.60 and Qualifying Spend of S$7,500

Per our tele-conversation, you have fulfilled the above reference which should deem you eligible for the 30k miles points. Since citibank have your account details, they should be able to credit the miles point straight to your account.

Hope this helps.

Thank you!"

I had the same query as you after I applied through moneysmart and received my card. What the Citi CS said over livechat is apparently the promotion code tagged to my account on citi's side only mentions that I'm eligible for the $200 vouchers (to be fulfilled by moneysmart), and not whether I'll be eligible for the 30k bonus miles.

Had my card for a week now, and still don't see the annual fee being posted. CS said it should be within the first or second month, not sure how accurate is that.

Moneysmart's T&C states the following tho: Eligible Customers who have successfully applied through MoneySmart for a Citi PremierMiles Visa Card will still be eligible for the 30,000 miles promotion if they are a New-to-card customer.
get.moneysmart.sg/citi-jan-2019-exclusive-promo-tncs

CS said will follow up with product team to confirm on eligibility of the 30k miles, and get back to me within the next 5 business days or so.

i know

what i meant is, if it's better to just charge everything to cc or use cash better

Lol, it depends how you value the miles. Unless you value your miles very high, usually it is still better to use cash.

Read this article. It covers Citi PM as a point of comparison.

noted. I thought maybe dollar vs. dollar, using cc could be a better deal

Think those in exclusion list under the new TnC no longer earn miles, irrespective using one bill or not.

https://www.citibank.com.sg/global_docs/pdf/429773_PremierMiles_card_agreement_MT4.pdf

(iv) payments to educational institutions;
(v) payments to government institutions and services (including but
not limited to court cases, fines, bail and bonds, tax payment, postal
services, parking lots and garages, intra-government purchases);
(vi) payments to insurance companies (sales, underwriting, and
premiums);
(vii) payments to financial institutions (including banks and brokerages);
(viii)payments to non-profit organizations;
(ix) betting or gambling (including lottery tickets, casino gaming chips, offtrack betting, and wagers at race tracks) through any channel;
(x) any top-ups or payment of funds to payment service providers,
prepaid cards and any prepaid accounts;
(xi) transit-related transactions;

Basically earning and redeeming miles now is very different from 3 years ago. FFPs keep increasing the miles required to redeem, almost every year increase 10%, credit cards transfer in huge blocks of miles (10,000 miles) to FFPs and the worst is essential items that needs to be paid like bills, EZ-Link cannot earn miles. So many items like town council S&CC, utilities, buy travel insurance cannot earn miles. The only bill that can earn miles is TELCO!!
