As in the iPhone shows phone is disabled. Can't connect to WiFi can't try passcode anymore

phone should still connect to known wifi,

however, if you forget passcode, you need to reset phone from 0 and restore from last backup

Forgot passcode initially. Managed to unlock at the eleventh attempt. Since then cannot change pass code but still able to unlock via face. Eventually phone got locked and passcode could not unlock. We then switched off the phone and the next time we on it, it showed phone is disabled

This is the problem with face id and touch id, people gets too used to unlocking automatically that they forgot what is the passcode set. Unless you restart the phone every other day/week/month

You're prompted to enter your pass code every week and also if it falls within the following scenarios...

You might need to enter your passcode or Apple ID instead of using Face ID in these situations:
  • The device has just been turned on or restarted.
  • The device hasn’t been unlocked for more than 48 hours.
  • The passcode hasn’t been used to unlock the device in the last six and a half days and Face ID hasn’t unlocked the device in the last 4 hours.
  • The device has received a remote lock command.
  • After five unsuccessful attempts to match a face.
  • After initiating power off/Emergency SOS by pressing and holding either volume button and the side button simultaneously for 2 seconds.

OP, the solution is indeed post #3.
Or if you've got iCloud Backup, just wipe the phone and restore it from backup.
