I have air tickets to let go.
Fly out / SIN to KHH 28th Feb 2020 (20kg)
Fly back / TPE to SIN 10th March 2020 (30kg)
Scoot flight. For 2 pax.
Fee for the name change, i will bear.
Letting it go, for $850 to $950.
Return flight will be scootbiz..
Reason of letting go, due to medical condition.. doctor dont allow to fly.

You can get the medical letter from the doctor and use it to get a refund (in terms of vouchers) from Scoot. If you have gotten travel insurance, you'll be able to claim the cancellation from the insurer.

Yeah, know we could do that. But now is only one person due to medical condition that can't fly out.. don't feel safe to just to fly out one person like that. So yea...

The airline and insurer will refund for travelling party.

How can Taiwan be not safe enough for anyone to feel not safe?

you must get a letter from the doctor, indicating the diagnosis.
as well as the travel dates ...
the doctor would have to sign the letter, with the hospital/clinic letterhead

depends on the airline, they would most likely give you refund in terms of voucher ...
