i did it from internet banking but received this message and i couldnt talk to anyone after repeated calls. Anyone experienced this before?

"We are unable to proceed with your request. Please call our 24-Hour CitiPhone Banking at (65) 6225 5225 from your mobile for further assistance."
I was in IB and got live chat to help me activate 2 mths ago.
