TSMC buys a lot of semicon equipment, and many are actually specially made/modified according to their requirements. These equipment vendors are also bounded by NDA.
It is not like you can just buy off-the-shelf product and let some taiwanese use. It doesn't work this way.
I tried to procure a machine before and casually asked what configuration TSMC uses and the vendor refused to divulge anything.
The semiconductor companies are careful not to let prc get hold of any trade secrets on the equipment, software, process recipes and know-how because once prc gets that, they will be heavily subsidized by ccp and many non-prc companies will not be price competitive.
TSMC bought equipment that they are now unable to use to make products for Huawei unless they want to get sanctioned.The majority of TSMC shareholders are in US and TSMC on Nasdaq , likely that playing a part.
