Which PCIe DirectX 12 capable Graphics Card to buy in Sep 2019?

Current Trend
The main stream cards (aka mid-range cards) now come standard with 4 GB / 6GB memory, which matches gaming requirements at Full HD resolution (i.e. 1920 x 1080) and AA/AF enabled, found on 22", 23", 24" and 27" LCD monitors. Examples are the RX 590 and GTX 1660 series. For even better performance at resolution of 2560 x 1600 pixels (31" LCD monitor or bigger), 8GB or more graphics card will be required. Supports PCIe 3.0 specs, and usually comes with at least 1 DVI, 1 HDMI, and 1 display port. AMD's latest RX 5700XT and 5700 series support PCIe 4.0 specs.

Cheapest Low-End Cards - Weak 3-D Performance
The lowest end AMD R7 240 series and GeForce GTX 1030 series are best suited for 2D-display and some 3D games (modern 3D games unplayable at high settings). Instead of buying such cards, I recommend onboard graphics if playing modern 3-D games is not your forte. Most of the motherboards with onboard graphics come with a PCIe X16 slot, so you can add on a powerful graphics card later.
