It depends on what is the purpose you go to YMS.
I go to YMS for its floral & green. So last year I went to 竹子湖 directly in heavy rain. This year, I walked from YMS bus terminal to the flower clock, then took a mini bus to 竹子湖. So I paid only NT15. If at the day the weather is bad, you may half way decided to leave YMS, that's why the bus driver say not worth to buy the NT80 ticket.
Since you have a longer time at YMS, you may want to go hiking.
