Goat: tough luck finding sufficient grass in Sinkapoor now with the drought weather...
Veges: similar problem with the water, but if it helps:

Tucked away in the heart of Orchard Road is a vegetable and fish farm called Comcrop located on the rooftop of *SCAPE. With 6,000 square feet of space, it can produce eight to 10 times more than traditional farms over the same area by using vertical farming techniques.

The rental/lease and labour cost will kill you. unless you get some govt subsidy to pay for them. unlikely to happen as this govt doesnt seem to have any intention of solving our food dependency by setting up more farms in singapore.

there are some farms around the lim chu kang and krangi areas right?? maybe can go and chit chat with some of the bosses there and find out.
Seems like quite a challenging industry to get into! Although the govt is all about food sustainability, but the concept of growing food locally (and on a massive enough scale to feed everyone) still has not taken off

You have seriously missed the words "high tech vegetable farms".

Might want to view aquaponics at some point as well. There's been many failed systems for that service over the past decade. Lots of lessons learned, but might be able to stay afloat if ran properly. Provide training, sell fish as a priority even over plants, find other ways of revenue through it other than selling plants etc.

Come talk to me

For farms, going vertical is the future and our government is fully supportive. With high land rental and limited land space for farming, vertical is the only solution .

Most of your costs will go to rent, labour and supplies. As long as you can leverage on renewable energy (like solar) and rainwater, then you can save quite a bit
