My MB is 13000 BTU, i set temp at 25 with fan 3, feel cooling but not those type of coldness. i'd try to set it to 23 Deg and its cold.
From what i saw, he just connected all the pipes to the condenser and immediately he turn on all the gas valve. So if they dont pump down the line, will it cause anything? compressor lifespan shorten? Noisy?
