I think next April then you post again to ask about car rental recommendations ba.
As for airfare, I think Scoot doesn't offer seats so far in advance.

not including 20sgd per person cc fees

the 350/person includes 20kg baggage both ways?
If it does, that's a really good price.
I'm never so lucky to get such pricing.

Really hard to say. I generally don't keep track of the sales/promos.

I am only aware of Scoot's Tuesday morning promos, and Jetstar's on Fridays. I guess just follow them on social media + mailing lists to be kept up to date on new offers.

For full-service return flight to Brisbane in November, I reckon about $800+ is a pretty good price.

cheapest for perth this year was jetstar 214 sgd two way nett can mid dec fly .
sydney, melbourne, gc, cheapest this year by scoot is 350+
