Prepaying Credit card for overseas transaction

Hi, I have a $30k payment via credit card in SGD.

Which credit card will allow me to prepaid the card so I can make the payment one time?

Most credit cards allow you to prepay to increase credit limits.

You could also ask the merchant to split the charge across more than one card. Many merchants are perfectly happy to do that, especially for a large charge like that. And sometimes that'll be to your benefit in terms of points, rebates, or other promotions associated with particular cards since those benefits can be capped to a certain amount.

And of course you could put some or all of that charge on a debit card, which you would easily be able to do if you can afford a $30K expenditure. Citibank's Tap and Save debit card will give you a 1% rebate on $10K (monthly cap), to pick an example.
