Homeless people... how to help them?

Was Cycling around the neighbourhood and come across a man sleeping by the covered walkway near to Lakeside MRT.

This is not the first time I saw him, a few days back I also chanced upon him sleeping without much clothing.... damned it was quiet a cold night especially raining these few nights.

I wanted to help him so asking here for help... Appreciate some direction on who can I contact. I donít want to call the police coz I donít think they are the right people to deal with this issue.

Please have a heart and help....

So in the end, did you get in touch with them? What happened?
