Michael Oliver was quite close to the action and he signaled for no foul almost immediately even before Aguero's reaction, apparently Epl differs a little from uefa in that (this is actually from the premier league page) :

Premier League players will be allowed extra leeway when it comes to ricocheted handballs.

It is often impossible to avoid contact with the ball if it has deflected off the body of an opponent, team-mate, or even another part of the own player.

So a handball will not be awarded if the ball touches a playerís hand/arm directly from their own head/body/foot or the head/body/foot of another player who is close/nearby.

~ not forgetting the fact that the ball actually came off Silva's arm in the first place
in other games..... it would be PK

Big decision for VAR to decide TAA handball in the box. Meaning Fabinho's goal will not stand and instead must give a penalty to mancity. In the end, I think the VAR team choose the easiest route
Donít think it should be a penalty to man city. This seasonís rules states that any goal will be ruled out if it hits the attackerís hand, whether accidental or not

Just noticed we have beaten all the teams from 2nd to 6th place. Thats immense. Let's keep the momentum going!
I guess we faced them at the correct timing. If it was either Leicester or Chelsea last night, might have problem winning as they are on red hot form currently.....

But Salah was really important last night and it seems he found his shooting boots/head when it matters most. Hope this is the start of his good form. The international break came a good time as long as out injured lads get to rest and recuperate.

Man City's next 4 games after the international break ... Chelsea, ManU, Arsenal, Leicester.
