For those who shipped xiaomi from taobao do you need to declare anything? Since there's a lithium battery and batter is not allowed to ship via airline

just go by sea, and you do not need to declare anything.
I think there's no way you can ship by air for phones and tablets.

Can ship via sensitive air through taobao forwarders like 65daigou but charges is $4.99/500g.

Ship by sea is the worst via taobao forwarders now. Almost all implemented gst on shipping for sea, only air got gst waiver for $400 and below.

i read about the note 3 on how to do a reset and install the google play yourself. is that the same for redmi 3?

Installing google playstore is a piece of cake. Tons of google playstore apk file out there. Don't need any tech knowledge at all. However, would recommend you go miui forums to get the apk for installation as those there are safer compared to whatever you got via google.

RM3 and RMN3 difference $20+ odd on Lazada... Hard to make a choice lei.. I am already on IP6s+ as my main line and using RM2 as a 2nd line and looking to replace the RM2... Which will u choose?
RMN3 is more advanced than RM3 in terms of specs(eg. SD650 vs SD616, 16MP vs 13MP, 5.5" FHD vs 5.0" HD, fingerprint reader on RMN3 etc.).
Since you're already using RM2 now then RM3 should be similar. The RMN3 has the same screen size and resolution as your 6s Plus, but battery wise RM3 may be better due to them both having 4000mAh battery but RM3 only has a HD screen thus might be less taxing on the battery.

edit: Here's a battery test on RM3 by GSMArena~

Thn I guess i shld b going for the RM3. Dont need such high specs as a 2nd line.
