Is this system still worth building or should I wait for Zen 2 / navi?

*switch out the gpu to zotac rtx 2070 mini 8gb if go 1440p.

No reason not to wait a bit longer for Zen 2. Swap out the liquid cooler for something stronger, even a hyper 212 air cooler can perform better than a 120mm rad... I would recommend 280mm rad or just get a nice air cooler like NH-D15/Cryorig R1 or something smaller but most definitely not a 120mm AIO

You never seen a coolermaster elite 110 have you?
The dimensions are tiny. Only 120mm can fit.
