However, the original steps 1 and 2 I posted still hold with cash (and now voucher rebates) from Policypal.

Hi, yes Elastiq capital is 100% protected by SDIC under the Policy Owners' Protection Scheme

Surrender Benefit
You may surrender your policy in full or partially through partial withdrawal.
Upon full surrender, we will pay the surrender benefit in one lump sum which is equivalent to the Account value, less any amounts owing to us. You may request for a full surrender any time after the free look period.

Is this still available and wouldnt it be better to get the 0.5% rebates instead?

The 0.5% is in credits that is not cash. Only can use to buy general insurance like motor, maid, home etc .

So if u need to buy these, the credit rebate may make sense.
