By then the new GPU will have stocks, Ryzen will have released the new CPU, and existing rams/SSD/power supply/case/fans etc will have sales

Depends on your urgency to get a comp
Sometimes, able to do what you want beat having to wait and thus not able to do what you want.

If not urgent, naturally wait till end of the year after Zen 3 release (new amd cpu) and big navi (amd gpu). The pricing of these new releases will affect the pricing of the old ones (and competitors) thus you might be able to get a better deal.
