In my opinion, you are both half right. Google did intend to compete against iPhone with their Nexus/Pixel devices but I believe it was software rather than hardware.

Google wanted to dominate the industry with Android and their biggest competitor was iOS. And since at that time ( you can probably still make a case of it now ) , none of it's partners ( except maybe Samsung ) was able to bring Android on par with iOS.

In the end, Google decided to DIY. And what you see now is a software company that's still learning the hardware side of the business.
