SGP COVID-19 Coverage (After Travel)

Like to check something, as I can't find a definite answers from MOH or ICA website.

If one travels overseas in 2021, and return back to SG.
What I read is, the "14 days QO" will not be covered by SG government.
But after that? Still fully covered by the government?

If travelling under VTL to Germany or Brunei.
Since there's no QO, only need do PCR test on arrival, 3rd and 7th day.
And after Self QO for waiting for arrival PCR test results, if negative, can go out.
Then will the government covers SGP from which day upon arrival?

Also SGP/SPR do not need to buy insurance upon arrival. And will need to fork out treatment themselves if get COVID-19 during the "14 days QO". Can be paid thru medisave.
What/Which insurance covers this part???

Travel insurance will cease once you step into Singapore.
No travel insurance will cover Covid infection that is diagnosed in Singapore,
even if you have reasons to believe that you have caught the virus overseas, still unable to claim.

If you are diagnosed with Covid during your 14days Quarantine or SHN upon arrival in Singapore,
you can only claim through your personal health insurance or apply for any available Govt subsidies.
