what intel has done here is just make multicore enhancement, ie allow the cpu to boost indefinitely, part of the official spec. i believe mce enabled has been the default behaviour since coffee lake, and most tech reviewers leave it on when benching modern intel cpus. so what u see now with the 12th gen is no different from what we've been seeing for the past 3 years or so. hwu did also cover this when reviewing b560 mobos, when enforced power limits caused performance of cpus to decrease, but that was only because in reviews which this reduced performance is compared against, this behaviour of indefinite boosting was the default. yes, the "tdp" is misleading, but then again always has been. and yes, when mce was first announced, ppl also said it was cheating but look at where we are now.
