It all depends on luck actually.
Based on the location I applied for, I calculated that a first timer with no priority has around 1.3% chance of getting a number within the quota.
The odds increases for those with priority, but how much it increases depends on how many other ppl have PPS and MCPS priority as well cause they are competing among themselves.
So, a super lucky first timer can still get a very very good number. The odds may be lower than those with priority, but odds doesn’t really matter if you have luck.
If no luck, even a 95% chance also won’t get
Edit: now that I think about it, lol. 1.3% chance for a first timer with no priority to get a number within quota in sbf?!?! Lol to get a number really like win lottery. $10 for a lottery ticket
